Best practice organizations allocate 4-5% of the learning budget for measurement and evaluation. Yet, most L&D teams invest just one percent or less of their budgets to measurement and evaluation—and most of that investment is in tracking who is in the program (Level 0), reaction to learning (Level 1), and learning (Level 2). Very little data is captured for application (Level 3), impact (Level 4), and ROI (Level 5). This is not good news.
